AI Readiness & Strategy – UAE Ministry of Energy & Infrastructure (2019)

In 2019, World AI X was selected by the Ministry of Energy & Infrastructure (MoEI) of the United Arab Emirates to lead a pioneering national effort in assessing and preparing the ministry for AI transformation. This early engagement marked one of the first structured AI government-readiness initiatives in the region.


The focus was on evaluating institutional capacity for AI adoption and developing a strategic roadmap to embed AI across MoEI’s core functions—ranging from smart infrastructure and energy forecasting to urban planning and asset lifecycle management.


Approach


World AI X conducted an in-depth diagnostic covering data infrastructure, human capital, policy alignment, and operational bottlenecks. Working closely with MoEI’s leadership and technical teams, we co-designed a set of AI use cases aligned with national sustainability and digital transformation goals.


The roadmap included detailed phases for capability building, governance structure, pilot deployment, and impact measurement—anchored in real-world infrastructure and energy data streams.


Key Outcomes


  • 1 national ministry assessed using World AI X’s government AI maturity framework

  • 12 AI use cases developed across transportation, infrastructure, and energy sectors

  • 150+ ministry staff and executives trained on AI awareness, project evaluation, and deployment strategy

  • A comprehensive AI roadmap delivered to guide long-term AI integration across MoEI


Impact

This engagement laid the foundation for structured AI transformation within the UAE’s infrastructure and energy sectors. It positioned the Ministry as an early mover in public-sector AI strategy and helped shape future investments in smart infrastructure and national sustainability planning.
